The Louisiana Trucking Research & Education Council was established by Act 314 of the 2019 Regular Session of the Louisiana Legislature to support and advance Louisiana's trucking industry. The Council directs dedicated industry resources toward programs and initiatives that address the needs, challenges and future of trucking businesses and professional drivers across the state.

Trucking moves the overwhelming majority of freight tonnage in Louisiana — from agricultural products and industrial cargo to port freight and construction materials. The Council exists to support the industry behind that movement, addressing its needs today while investing in a safer, stronger trucking workforce for the future.

Creation of LaTREC

Act 314 of the 2019 Regular Session

Act 314 established the Council to support and strengthen Louisiana's trucking industry. The law defined its membership, established a dedicated funding mechanism and authorized the Council to develop and support programs, projects and partnerships focused on education, training, research and other efforts that benefit the trucking industry.

The Act also places the Council under Louisiana's Open Meetings and Public Records laws. In practice, that means meetings are conducted publicly, notices and agendas are posted in advance, opportunities for public comment are provided, and Council records are made available to the public as required by law.
